The Department of Social Welfare and Development (DSWD) should be prepared to cope with any circumstance that may arise in such instances. It is the Secretary of DSWD’s obligation and job to ensure people first, which the Secretary currently fails to do.

One must be ready at all times to ensure the people first. We will do better next time is not enough for the people, neither will it suffice their needs. Surely and clearly that the Secretary of Department and Social Welfare and Development (DSWD) is incompetent when it comes to these instances. The secretary of the aforementioned department lacks the ability and the manpower to control the people.
